Support for enhanced cellular telemetry buffering

Important news: we are readying support for enhanced telemetry buffering, which will allow the system to deal with drop-outs while on track.
This will let the system fill in the gaps if the system disconnects, as well as burst data when the system comes into network coverage.
Support will be added to both firmware for internal telemetry (RaceCapture and PodiumConnect) as well as telemetry via the RaceCapture app.
For the internal cellular module, enhanced buffering relies on an SD card present in the system so buffered data can be stored.
We will follow up here with more information when this feature is available for testing.
