Measuring the VR sensor voltage level is only an approximation, since its actually a variable shape and frequency wave, so the exact voltage will depend on how your multimeter (assuming its a digital meter) averages it out. Well, the single board in my car has been humming along without a hiccup so far, and dealth with voltages from 10 to 15v. I have a diode followed up by an Electro Cap on the power input to stabilise things a bit and that seems to keep it happy :)

To get a clearer picture of the problem area, it would help to get an Oscilloscope or Auto "Tune-Scope" (if you can find a shop with one these days) with an experienced operator to have a look at the coil drive waveforms and the signal from the VR sensor. That should help narrow down if it...
